Damp hair or dry hair?

Apply to damp hair and shape immediately — that is where it distributes best. Once it dries the shape is locked.

Is this too strong for fine hair?

Use less. On fine hair a rice-grain amount emulsified between the palms gives grip without gluing the hair flat.

How does it wash out?

Warm water and shampoo. Wet the hair thoroughly before you lather rather than shampooing dry glued hair.
