Does it come with a power adaptor?

No. BaBylissPRO states that adaptors are not included. Use the adaptor and cable from your FXONE tool, or any USB-C source.

Does the battery need to be out of the tool to charge?

Yes. This is a battery stand, not a tool cradle. Pop the FXONE or SNAPFX battery off the machine and seat it in the stand, which is how you keep cutting on a second battery while the first fills.

Will it charge SNAPFX batteries as well as FXONE?
